Poll: Obama Approval Drops to Lowest Point Ever - Donors to U.S. Rep. Gary Peters Save Your Money, Nothing Will Save Him from Certain Defeat!
July 21, 2010 - Obama Approval Drops To Lowest Point Ever, Quinnipiac University National Poll Finds; Independent Voters Turn On President Since Honeymoon
A year after President Barack Obama's political honeymoon ended, his job approval rating has dropped to a negative 44 - 48 percent, his worst net score ever, and American voters say by a narrow 39 - 36 percent margin that they would vote for an unnamed Republican rather than President Obama in 2012, according to a Quinnipiac University poll released today.
This compares to a 48 - 43 percent approval for Obama in a May 26 national poll by the independent Quinnipiac (KWIN-uh-pe-ack) University and a 57 - 33 percent approval last July, just before the political firestorm created by opposition to his health care plan galvanized political opponents and turned independent voters against him.
In this latest survey of more than 2,000 voters, independent voters disapprove of Obama 52 - 38 percent and say 37 - 27 percent they would vote for a Republican contender in 2012.
American voters also say 48 - 40 percent Obama does not deserve reelection in 2012.
Anti-incumbent sentiment slams both parties as voters disapprove 59 - 31 percent of the job Democrats are doing, and disapprove 59 - 29 percent of Republicans in Congress. But voters say 43 - 38 percent they would vote for a Republican in a generic Congressional race.
American voters say 42 - 32 percent that Obama has been a better president than George W. Bush, similar to the 43 - 30 percent who felt that way in January of 2010.
"It was a year ago, during the summer of 2009 that America's love affair with President Barack Obama began to wane. In July of 2009, the President had a 57 - 33 percent approval rating. Today, his support among Democrats remains strong, but the disillusionment among independent voters, who dropped from 52 - 37 percent approval to 52 - 38 percent disapproval in the last 12 months, is what leads to his weakness overall when voters start thinking about 2012," said Peter A. Brown., assistant director of the Quinnipiac University Polling Institute.
"In politics a month is a lifetime and we have 28 months until November of 2012. But politicians with re-elect numbers at 40 percent bear watching," Brown added.
American voters like Obama more than Sarah Palin, giving him a 49 - 45 percent favorability, while she gets a negative 35 - 49 percent.
Michelle Obama does much better, with a 55 - 19 percent favorability.
Twelve percent of voters say they are more likely to support a candidate for office, if Obama campaigns for the candidate, compared to 16 percent if Palin campaigns.
The country would be better off if John McCain had won the 2008 election, 37 percent of voters say, while 35 percent say the U.S. would be worse off. This compares to 37 - 35 percent who thought in January the U.S. would be worse off under McCain.
Asked to describe their feelings toward the President, 17 percent say they admire him; 33 percent are satisfied; 33 percent are dissatisfied and 15 percent are angry with him.
"The Republican tilt of the electorate little more than 100 days before the 2010 election is evident, but not overwhelming. Republicans hold a 43 - 38 percent lead on the 'generic ballot,' compared to a 42 - 34 percent Democratic lead in July 2009," said Brown. "What a difference a year makes."
Voter approval of the President's handling of some of the nation's problems shows:
•Disapprove 56 - 39 percent of his handling of the economy;
•Disapprove 46 - 43 percent of his handling of foreign policy;
•Disapprove 51 - 41 percent of his handling of the Gulf of Mexico oil spill;
•Disapprove 58 - 30 percent of his handling of illegal immigration;
•Approve 46 - 34 percent of his nomination of Elena Kagan to the Supreme Court.
"The massive disapproval of his handling of illegal immigration stems from voter opposition to his decision to have the government ask the federal courts to throw out the Arizona law. They say 60 - 28 percent the lawsuit is a bad idea," said Brown.
Support for the war in Afghanistan hit a new low with 48 percent saying it was the right thing to do and 43 percent saying America should not be involved. That's not much different from May's 49 - 42 percent support, but markedly down from 56 - 36 percent in April.
From July 13 - 19, Quinnipiac University surveyed 2,181 registered voters nationwide with a margin of error of +/- 2.1 percentage points.

A year after President Barack Obama's political honeymoon ended, his job approval rating has dropped to a negative 44 - 48 percent, his worst net score ever, and American voters say by a narrow 39 - 36 percent margin that they would vote for an unnamed Republican rather than President Obama in 2012, according to a Quinnipiac University poll released today.
This compares to a 48 - 43 percent approval for Obama in a May 26 national poll by the independent Quinnipiac (KWIN-uh-pe-ack) University and a 57 - 33 percent approval last July, just before the political firestorm created by opposition to his health care plan galvanized political opponents and turned independent voters against him.
In this latest survey of more than 2,000 voters, independent voters disapprove of Obama 52 - 38 percent and say 37 - 27 percent they would vote for a Republican contender in 2012.
American voters also say 48 - 40 percent Obama does not deserve reelection in 2012.
Anti-incumbent sentiment slams both parties as voters disapprove 59 - 31 percent of the job Democrats are doing, and disapprove 59 - 29 percent of Republicans in Congress. But voters say 43 - 38 percent they would vote for a Republican in a generic Congressional race.
American voters say 42 - 32 percent that Obama has been a better president than George W. Bush, similar to the 43 - 30 percent who felt that way in January of 2010.
"It was a year ago, during the summer of 2009 that America's love affair with President Barack Obama began to wane. In July of 2009, the President had a 57 - 33 percent approval rating. Today, his support among Democrats remains strong, but the disillusionment among independent voters, who dropped from 52 - 37 percent approval to 52 - 38 percent disapproval in the last 12 months, is what leads to his weakness overall when voters start thinking about 2012," said Peter A. Brown., assistant director of the Quinnipiac University Polling Institute.
"In politics a month is a lifetime and we have 28 months until November of 2012. But politicians with re-elect numbers at 40 percent bear watching," Brown added.
American voters like Obama more than Sarah Palin, giving him a 49 - 45 percent favorability, while she gets a negative 35 - 49 percent.
Michelle Obama does much better, with a 55 - 19 percent favorability.
Twelve percent of voters say they are more likely to support a candidate for office, if Obama campaigns for the candidate, compared to 16 percent if Palin campaigns.
The country would be better off if John McCain had won the 2008 election, 37 percent of voters say, while 35 percent say the U.S. would be worse off. This compares to 37 - 35 percent who thought in January the U.S. would be worse off under McCain.
Asked to describe their feelings toward the President, 17 percent say they admire him; 33 percent are satisfied; 33 percent are dissatisfied and 15 percent are angry with him.
"The Republican tilt of the electorate little more than 100 days before the 2010 election is evident, but not overwhelming. Republicans hold a 43 - 38 percent lead on the 'generic ballot,' compared to a 42 - 34 percent Democratic lead in July 2009," said Brown. "What a difference a year makes."
Voter approval of the President's handling of some of the nation's problems shows:
•Disapprove 56 - 39 percent of his handling of the economy;
•Disapprove 46 - 43 percent of his handling of foreign policy;
•Disapprove 51 - 41 percent of his handling of the Gulf of Mexico oil spill;
•Disapprove 58 - 30 percent of his handling of illegal immigration;
•Approve 46 - 34 percent of his nomination of Elena Kagan to the Supreme Court.
"The massive disapproval of his handling of illegal immigration stems from voter opposition to his decision to have the government ask the federal courts to throw out the Arizona law. They say 60 - 28 percent the lawsuit is a bad idea," said Brown.
Support for the war in Afghanistan hit a new low with 48 percent saying it was the right thing to do and 43 percent saying America should not be involved. That's not much different from May's 49 - 42 percent support, but markedly down from 56 - 36 percent in April.
From July 13 - 19, Quinnipiac University surveyed 2,181 registered voters nationwide with a margin of error of +/- 2.1 percentage points.

Chetly Zarko, Legislative Director for Rep. Marty Knollenberg Passes Away

Chet was an extremely bright and trusted adviser who not only served as my legislative aide in Lansing, but he was also a true friend and confidante. He will be sorely missed by my wife Lori and I. My thoughts and prayers are with his family and friends.

$166 billion jump spurs concerns over policy

The nation's debt leapt $166 billion in a single day last week, the third-largest increase in U.S. history, and it comes at a time when Congress is balking over higher spending and debt has become a key policy battleground.
The one-day increase for June 30 totaled $165,931,038,264.30 - bigger than the entire annual deficit for fiscal year 2007 and larger than the $140 billion in savings the new health care bill will produce over its first 10 years. The figure works out to nearly $1,500 for every U.S. household, or more than 10 times the median daily household income.
Daily debt calculations jump and fall, and big shifts are common. But all three of the biggest one-day debt increases have occurred under the tenure of President Bush, and all of the top six have been in the past two years - an indication of just how quickly the pace of deficit spending has risen under Mr. Obama and President George W. Bush.
"What matters is the overall trend line, and the overall trend line is shooting up," said Robert Bixby, executive director of the Concord Coalition, a bipartisan deficit watchdog group, who said it is one more reason for a fiscal wake-up call.
Fears over red ink have stalled key parts of Mr. Obama's agenda in Congress in recent weeks, including his push for another round of stimulus spending. Just last week, House Democrats had to use a tricky parliamentary tactic to pass an emergency war-spending bill, aid for teachers and new spending caps.
On Wednesday, the Congressional Budget Office said the government has recorded a $1 trillion deficit for the first nine months of fiscal 2010, which began Oct. 1. That's slightly down from 2009's record $1.1 trillion deficit at this point.
CBO said revenues are doing slightly better this year than last year, while spending is down about $73 billion, mainly because the government made giant payments last year to bail out Wall Street, but did not have similar expenses this year. Other spending is higher, including unemployment benefits, which have jumped nearly 50 percent.
Deficits are the difference between what the government raises in revenue versus what it spends each year, while debt is the accumulation of those deficits over many years.
The Treasury Department calculates the country's debt position each day, and big rises and falls are not unusual. In fact, since hitting $13.203 trillion on June 30, the figure has since slipped $25 billion to settle at $13.178 trillion as of Tuesday, the latest day for which figures are available.
June 30 is always a major day for new debt, since debt held by one part of the government to another - for example, IOUs to the Social Security trust fund - are rolled over, a spokeswoman for the Bureau of the Public Debt said.

All told, this June 30, the government reported issuing $760 billion in new debts and redeeming $594 billion, for a new net debt of $166 billion that day.
White House officials said that big a jump is not the norm and that Mr. Obama has worked with the hand he was dealt by Mr. Bush. He has had to push spending to try to jump-start the economy and create jobs, even as he has also pledged to work in the long term to reduce annual deficits and bring the debt under control.
The budget he submitted to Congress earlier this year calls for a mix of tax increases and spending reductions, including a freeze on non-security discretionary spending, that would reduce deficits by $1 trillion over the next decade.
Mr. Obama has also named a bipartisan commission to recommend major changes that could help reduce the deficit to about 3 percent of gross domestic product, and stabilize the debt held by the public - a somewhat different figure than total debt - at about 60 percent of GDP, which the administration argues are more sustainable levels.
Testifying to that commission last week, CBO Director Douglas W. Elmendorf said to reach the sustainable debt goal the government will have to raise taxes by 25 percent, cut spending by 20 percent or do some combination of the two.
"That would require, for example, roughly a one-half increase in personal income tax revenue. On the other hand, if the change came entirely from spending ... that would represent, for example, the near elimination of all government programs except for Social Security, Medicare, Medicaid and national defense," he said.
The White House said CBO's scenario doesn't take into account some of Mr. Obama's proposals, such as long-term cuts in spending resulting from the new health care law.
Still, Mr. Bixby, the deficit watchdog, said the size of the numbers CBO laid out to the commission shows the tough choices that await Congress. He said the solution will have to be a combination of revenue increases and changes to major programs such as Social Security and Medicare, which are growing at a faster rate than the economy as a whole.
Total public debt includes two pots of money. One is normal government debt in the form of Treasury bills and bonds held by consumers, while the other is intragovernmental holdings, or money one part of the government borrows from another agency. That includes money borrowed from the Social Security trust funds.
Some analysts say the key measure is not the total public debt, but the debt in the hands of consumers. That figure stood at $8.628 trillion on Tuesday.

Ask any (well educated) high school student what the U.S. House of Representatives does, and they'll probably tell you that they hold the purse strings in our government. But this year, the House has decided to pass the buck on that most fundamental responsibility and, for the first time since the modern budget process was created, will not pass a budget.
Instead, the House voted at 8:02 p.m. on Thursday - the eve of their Independence Day holiday - to "deem" that a $1.2 trillion non-existent budget had passed. (Stay with me here.) In short, it's procedural hocus pocus that allows Congress to keep spending money in Fiscal Year 2011 without any road map on spending, taxing, borrowing or deficits. As Rep. Paul Ryan (R-Wisc.) says, "The so-called 'budget enforcement resolution' enforces no budget, but instead provides a green light for the Appropriators to continue spending, exacerbating our looming fiscal crisis."
Why skirt their budgetary responsibilities? Well, in a tough election year where anti-incumbent sentiment is through the roof, Members of Congress don't want to report to their constituents that they voted for deficits as far as the eye can see. By "deeming" that a budget has passed, they can keep spending the money without having to be honest with voters about how bad the nation's fiscal nightmare really is.
They really don't have much incentive to do their jobs, anyhow. President Barack Obama has given them an out by appointing an unelected deficit commission to make recommendations on fiscal policy (taxing, spending, deficits) that Congress can choose to enact - if they want. It would be the functional equivalent of the Lions hiring an outside coaching staff to tell the existing coaching staff how to coach the team. Wouldn't you want the existing coaches to do their job in the first place? (Well, maybe not in the Lions' case.)
But hold on, it gets even better for those representatives. The commission won't report until November -- after the elections -- so our brave leaders in Congress could conceivably vote on the commission's recommendations during a lame duck session when they are not at all accountable to their constituents.
It's no coincidence that the vote on the "deeming" procedure occurred right when Americans would notice it least - amid planning for travel, picnics and fireworks. But the sad irony is that, 234 years ago this week, 56 leaders of 13 colonies gathered in the sweltering, malaria-ridden heat of Philadelphia to act boldly and sign a document declaring independence from a government that acted with wanton disregard for the people it ruled. Today, our leaders in Congress can't even vote on a budget. So much for the great experiment of self-governance. What a difference 234 years makes.
